Well, if you want to be technical, you need 4 levels of Dedicated.

I think your character needs leadership qualities to be good at directing people. Soldiers who develop these qualities often become Sergeants. Many don't, however.

And that's all under Knowledge (tactics) and Defense. That's quite different from imparting this knowledge to other people who might not even be soldiers.

I think the sergeant learns that ability first, which is a big reason he got the promotion Of course, it works differently for organizations like the FARC of Colombia (which is a narco-terrorist organization), so don't take the rank stuff too seriously.
